drop python2 and gdb < 8.2

I think the result of the discussion "RHEL7 is now obsolete" was that we decided to drop support for python2 and GDB < 8.2 This should then be made clear in the documentation and the code (at least in cobdc.py but also in cobcd) should be adjusted to not have extra code variants in there.
