cup/cdown executes like up/down now

Simon Sobisch requested to merge ssobisch/cbl-gdb:mi_usable_frame_select into version428

Note: gdb.Frame.select() is not a "user action", see new in-code comments for details.

This fixes the compatibility issues mentioned in !24 (merged) - no need for hacky post definitions.
