arm.h (PREFERRED_RELOAD_CLASS): Remove. 

	* config/arm/arm.h (PREFERRED_RELOAD_CLASS): Remove.
	* config/arm/arm.c (TARGET_PREFERRED_RELOAD_CLASS): Define.
	(arm_preferred_reload_class): New function.
