Allow single-lane COND_REDUCTION vectorization 

The following enables single-lane COND_REDUCTION vectorization.

	* tree-vect-loop.cc (vect_create_epilog_for_reduction):
	Adjust for single-lane COND_REDUCTION SLP vectorization.
	(vectorizable_reduction): Likewise.
	(vect_transform_cycle_phi): Likewise.
