natThread.cc (sleep): Turn 0 millis and 0 nanos into 1 nano. 

	* java/lang/natThread.cc (sleep): Turn 0 millis and 0 nanos into 1
	nano.
	* include/quick-threads.h (_Jv_CondWait): Don't round to 0
	inappropriately.
