maintainer-scripts (snapshot_print): New function.

	* maintainer-scripts (snapshot_print): New function.
	(announce_snapshot): Generate announcment on the fly.
	Use a directory link for LATEST.
	* snapshot-README: Delete.
	* snapshot-index.html: Delete.
