mips.h (TARGET_CPU_CPP_BUILTINS): Add assert for machine=mips for !TARGET_IRIX.

	* config/mips/mips.h (TARGET_CPU_CPP_BUILTINS): Add
	assert for machine=mips for !TARGET_IRIX.
	* config/mips/linux.h: Remove machine=mips assert.
	* config/mips/netbsd.h: Ditto.
	* config/mips/openbsd.h: Ditto.
