re PR libstdc++/25797 (almost all libstdc++ tests fail)

	PR libstdc++/25797
	* acinclude.m4 (GLIBCXX_CHECK_LINKER_FEATURES): Remove -Werror
	from CFLAGS.  Check if linker really supports --gc-sections.
	* configure: Regenerated.
