[range-ops] Handle bitmasks for BIT_NOT_EXPR. 

gcc/ChangeLog:

	* range-op-mixed.h (class operator_bitwise_not): Add update_bitmask.
	* range-op.cc (operator_bitwise_not::update_bitmask): New.
