Makefile.tpl (all-target): Correct @if conditional for target modules. 

	* Makefile.tpl (all-target): Correct @if conditional for target
	modules.
	* configure.in: Omit libiberty if building only target libgcc.
	* configure, Makefile.in: Regenerated.
