cppcharset.c (ICONV_CONST): Define iff !HAVE_ICONV.

	* cppcharset.c (ICONV_CONST): Define iff !HAVE_ICONV.
	(convert_cset): Change inbuf to type ICONV_CONST char.
	* Makefile.in (LIBS): Add LIBICONV.
