re PR libfortran/51899 (libgfortran's chmod.c fails to build on MinGW)

        PR libgfortran/51899
        * configure.ac: Check whether umask is available.
        * intrinsics/chmod.c (chmod_func): Make compile with MinGW.
        * configure: Regenerate.
        * config.h.in: Regenerate.
