expr.c (expand_assignment): Remove dependency on flag_strict_volatile_bitfields.

        * expr.c (expand_assignment): Remove dependency on
        flag_strict_volatile_bitfields. Always set the memory
        access mode.
        (expand_expr_real_1): Likewise.
