re PR libstdc++/25797 (almost all libstdc++ tests fail)

	PR libstdc++/25797
	* acinclude.m4 (GLIBCXX_CHECK_LINKER_FEATURES): Add -Werror to
	CFLAGS for --gc-sections test.  Correct compile test.
	* configure: Regenerated.
