libgfortran: Fix up the autoreconf warnings

This means using sub-dirs and amending some of the recipes accordingly.

libgfortran/ChangeLog:

	* Makefile.am: Use sub-dirs, amend recipies accordingly.
	* Makefile.in: Regenerate.
