Add autoconf check for clock_gettime

gcc/ChangeLog:

	* config.in: Regenerate.
	* configure: Regenerate.
	* configure.ac: Check for HAVE_CLOCK_GETTIME.
	* timevar.cc (get_time): Use HAVE_CLOCK_GETTIME.
