passes.c: split out pass-skipping logic into subroutines 

gcc/ChangeLog:
	* passes.c (execute_one_pass): Split out pass-skipping logic
	into...
	(determine_pass_name_match): ...this new function and...
	(should_skip_pass_p): ...this new function.
