Avoid pcmpe insns when not valuable. 

 *  gcc/config/microblaze/microblaze.c (microblaze_emit_compare):
     Use xor for EQ/NE comparisions
 *  gcc/config/microblaze/microblaze.md (cstoresf4): Add constraints
     (cbranchsf4): Adjust operator to comparison_operator
