lra-constraints.c (emit_spill_move): Remove assert.

	* lra-constraints.c (emit_spill_move): Remove assert.
	(process_alt_operands): Add more debugging
	output.  Increase reject for spilling into memory.  Decrease
	reject for reloading scratch.
	(split_reg): Use HARD_REGNO_CALLER_SAVE_MODE.
