revert: arm-cores.def (cortex-a15): Use cortex_a15_tune for tuning parameters. 

	Revert:

	* gcc/config/arm/arm-cores.def (cortex-a15): Use cortex_a15_tune for
	tuning parameters.
	* gcc/config/arm/arm.c (arm_cortex_a15_tune): New static variable.
