reload1.c (reload): Correct comment. 

	* reload1.c (reload): Correct comment.
	(scan_paradoxical_subregs): Remove #if 0 and old comment.
	* doc/extend.texi (Local Reg Vars): Remove obsolete comment that
	register variables are not used by reload.
