configure.ac: Do not set LIBS for ppl/cloog checks.

	* configure.ac: Do not set LIBS for ppl/cloog checks.  Disable
	cloog if the ppl version check failed.  Move flags saving
	before setting in libelf check.
	* configure: Regenerate.
