linux.h (TARGET_DEFAULT): Remove MASK_USERMODE. 

	* config/sh/linux.h (TARGET_DEFAULT): Remove MASK_USERMODE.
	(SUBTARGET_OVERRIDE_OPTIONS): Set TARGET_USERMODE as default.
	* config/sh/netbsd-elf.h (TARGET_DEFAULT): Remove MASK_USERMODE.
	(SUBTARGET_OVERRIDE_OPTIONS): New.
