Add -enable-cloog-backend.

	* config/cloog.m4: Add -enable-cloog-backend=(isl|ppl|ppl-legacy) to
	define the cloog backend to use. Furthermore, only pass the ppllibs
	to the configure checks, if necessary.
	*configure: Regenerate.
