mklog: Put detected PR entries before ChangeLogs 

contrib/ChangeLog:

	* mklog.py: Put PR entries before all ChangeLog entries
	(will be added to all ChangeLog locations by Daily bump script).
	* test_mklog.py: Test the new behavior.
