ada: Fix constants overlayed by variables

Code cleanup suggested by GNATcheck rule Constant_Overlays.

gcc/ada/ChangeLog:

	* repinfo-input.adb (Decode_Name, Read_Name_With_Prefix): Use constant
	overlay with pragma Import.
